    INSS Pensioner and Retiree Ceiling Rises to R$ 8,475.55 in 2026

    Beneficiaries earning above the minimum wage will receive a 3.9% adjustment

    The ceiling for retirement and pension benefits paid by the National Social Security Institute (INSS) will jump to R$ 8,475.55 starting from January 1, 2026. This estimate is outlined in the Budget Guidelines Law (LDO) for the upcoming year, approved by the National Congress in December and sanctioned this month by President Luiz Inácio Lula da Silva.

    The current limit for benefits paid by the INSS is R$ 8,092.53, valid since January 1, 2025. This value serves as the basis for the INSS benefit ceiling throughout 2025. Only retirements and pensions that exceeded the minimum wage (R$ 1,502) at the beginning of 2025 were adjusted by 3.9% – equivalent to the 2024 inflation measured by the National Consumer Price Index (INPC).

    The 2026 LDO forecasts inflation of 3.5% in 2025 and 3% for 2026. As labor laws stipulate annual adjustments based on the previous 12 months, this projection applies to benefits. For 2026, considering the 3.5% inflation in 2025, the INSS benefit ceiling will increase from R$ 8,092.53 to R$ 8,475.55.

    According to the Ministry of Social Security, Social Security beneficiaries who earn more than the minimum wage and were already receiving benefits above the national floor in January 2025 will be adjusted. The same applies to pensioners.

    The revision takes into account the INPC, an indicator used for INSS adjustments. According to the Minister of Social Security, Carlos Lupi, the new ceiling will be effective from January 1, 2026.

    As per the Ministry of Planning and Budget, the estimated minimum wage in 2026 will be R$ 1,558. The ministry also projects that inflation measured by the National Consumer Price Index (INPC) in 2025 will be 3.3%, and the Gross Domestic Product (GDP) – the sum of the wealth produced by the country – will grow by 2.3%.

    At the beginning of last year, the government had already adjusted INSS benefits above the minimum wage by 3.71%, causing the Social Security ceiling to increase from R$ 7,507.49 to R$ 7,828.94.
